Gateway/Beltline Intersection Refinement Project Kicks-Off

New jobs and new development have made Gateway one of the fastest changing areas in the Eugene/Springfield metropolitan area. That exciting growth is creating new demands on the transportation system. For this reason the City of Springfield is advancing a project to improve the intersection of Gateway Street and Beltline Road and support the ongoing improvements at the I-5/ Beltline Interchange.

This project to improve the local street system in this area was identified in the 2003 I-5/Beltline Interchange Environmental Assessment. It will create a couplet (two one-way streets) on Gateway Street and Hutton Street/Kruse Way south of Beltline Road. In 2006, the City began a process to update the traffic analysis and begin designing this project.

After completing an assessment of the traffic benefits and community impacts of constructing this couplet, the City began to consider ways to implement the couplet project to improve traffic flow and minimize impacts to area businesses. After nearly two years of work, the City has identified a phased strategy for project implementation.

The first phase of the project, a modification to the existing intersection, will include the following changes:

· A second left turn lane from eastbound Beltline Highway to northbound Gateway Street

· A second travel lane northbound on Gateway Street from Beltline Road to International Way

· A third through/right-turn lane westbound on Beltline Road from Hutton Street to Gateway Street (through lane continues I-5 northbound on-ramp)

· A third through lane eastbound on Beltline Road from Gateway Way Street to Hutton Street (through lane continues the third through lane on Beltline Highway from the new north bound I-5 exit ramp signal)

· A ¾ intersection at Beltline Road/Hutton Street (allows left and right turns to Hutton from Beltline and right turns from Hutton to Beltline, prohibits left turns from Hutton to Beltline)

· A raised median on Beltline Road between Gateway Street and the recently reconstructed section of Beltline east of Hutton Street

· A raised median on Gateway Street between Beltline Road and Game Farm East Road

· A raised median on Gateway Street between Beltline Road and the Shilo Inn driveway

Area property owners reviewed the proposed project at a stakeholder meeting in October 2008. Staff presented the project to City Council and held a public hearing. The project was approved and construction will begin 2010.

The City remains committed to completing the second phase of the couplet project in the future when traffic at the Gateway/Beltline intersection begins to impact the I-5 freeway interchange.
